TM 59 PLANNING REQUIREMENTS
The technical memorandum (TM) was published in response to the need for dissipating heat gains in residential properties. Overheating can have a negative health impact, leading to stress, anxiety, sleep deprivation, and even early death.
In London’s response to climate change, there is a drive to reduce potential overheating in buildings, and the reliance on air conditioning to achieve this. In the London Plan, Policy S14 states that London must manage heat risk in new developments; hence it is now part of planning conditions.
